Glossary: R
Outside plant terms that start with R, in plain language, with links to the OSP map and the operations steps.
Railroad Crossing
Also Called: Railroad License
A route crossing of railroad property, which needs a license from the railroad and often paid railroad flagging. Lead times are long, so apply early.
- SOP Step: UG-01 Permits and Right-of-Way
- See Also: Right-of-Way, Road Crossing
Redline
Also Called: Redlines · Field Markup
Field markups on construction prints that show what changed. Redlines become the as-builts.
- SOP Steps: AE-12 Labeling, Inspection and As-Builts, UG-13 Documentation and Closeout
- See Also: As-Built
Reel Trailer
Also Called: Conduit Reel · Reel Stand
The trailer that pays out conduit or cable from its reel. It is staged in line with the bore so the product feeds without sharp bends. For a conduit bundle, each conduit pays out from its own reel, staged together, or from one common reel where the conduits come packaged together.

- SOP Step: UG-07 Reaming and Pullback
- See Also: Pullback, HDPE Conduit
Reflectance
Also Called: Back Reflection · ORL
How much light a connector or break reflects back toward the source, in negative dB. Owners set the acceptance limit.
- SOP Step: SPL-11 Testing and Acceptance
- See Also: OTDR, Reflective Event, Ghost
Reflective Event
Also Called: Non-Reflective Event
An event that bounces light back to the OTDR and shows a spike, such as a connector, a mechanical splice or a clean fiber end; a break usually reflects too, but a crushed or angled break may show little or no spike. A fusion splice or a bend is a non-reflective event and shows only a step. An angled (APC) connector reflects very little and may look like a non-reflective splice, but an angled connector mated to a flat-polished (UPC) one reflects strongly.
- SOP Steps: SPL-11 Testing and Acceptance, SPL-13 Emergency Restoration
- See Also: OTDR, Reflectance, Ghost
Restoration
Also Called: Surface Restoration
Backfill, compaction and surface repair after excavation, to the permit specification: sod or seed, concrete panels, asphalt.
- On the Map: Surface Restoration
- SOP Step: UG-12 Restoration and Cleanup
- See Also: Compaction, Encroachment Permit
Ribbon Fiber
Also Called: Ribbon · Ribbon Cable
Fibers bonded side by side in a flat ribbon, identified by a printed legend and color sequence. Ribbons are spliced a whole ribbon at a time.
- SOP Step: SPL-08 Ribbon (Mass Fusion) Splicing
- See Also: Mass Fusion Splicing
Right-of-Way
Also Called: ROW · Easement
Land where utilities are permitted to place facilities, such as a road corridor or an easement. Often shortened to ROW.
- SOP Step: UG-01 Permits and Right-of-Way
- See Also: Encroachment Permit, Utility Accommodation Policy
Ripcord
A cord under the jacket that is pulled to slit the jacket without cutting the tubes.
- SOP Step: SPL-03 Closure and Cable Preparation
- See Also: Loose Tube
Riser
Also Called: Pole Riser · Dip
Conduit and U-guard on a pole where cable moves between aerial and underground. It goes flat on the pole face, grouped with any existing communication risers so the climbing space stays clear (NESC; pole owner spec); riser standoff brackets are used only where existing risers leave no clear climbing path (owner spec).
- On the Map: Riser
- SOP Steps: AE-11 Terminal Coils, Closures, Drops and Risers, UG-09 Handholes, Vaults and Pedestals
- See Also: U-Guard, Handhole, Climbing Space
Road Crossing
Also Called: Street Crossing
Where a route crosses a road: bored under it or spanned over it with the required clearance (NESC; owner spec), under the road owner's permit.
- On the Map: Road Crossing
- SOP Steps: AE-02 Field Survey and Make-Ready Engineering, UG-05 Bore Planning and Rig Setup
- See Also: HDD, Midspan Clearance, Encroachment Permit
Roll
Also Called: Clock Position · Tool Face
The rotation of the drill head, read as a clock position. To steer, the operator stops rotation, sets the slant face to the needed clock position and pushes.
- SOP Step: UG-06 Pilot Bore and Tracking
- See Also: Pitch, Drill Head
