Plan
Scope the route before anyone draws a line.
Define who the network serves and how it will reach them. Good planning turns unknowns like pole condition, crossings and permits into a schedule and a budget.

STA 1+00
Design
Engineer it so a crew can build it without guessing.
Turn the route into construction prints: fiber counts and splice points, loss budgets, pole loading, underground profiles and a bill of materials.

Act 2: Build
Earn the right to build, then place the plant safely and to print.
STA 2+00
Permit
Earn the right to build on poles and in the right-of-way.
Secure pole attachments and make-ready, right-of-way permits, special crossings and traffic control approval. This stage is often the critical path.

STA 3+00
Construct
Place the plant safely, to print, and document it as you go.
Aerial and underground construction: strand, lashing, guys and anchors; trenching, plowing, boring and handholes; then cable placement and restoration.

Act 3: Deliver
Prove the light gets through and hand over records that match the field.
STA 4+00
Splice & Test
Prove the light gets through, and keep the evidence.
Splice to the matrix, then test: OTDR traces for events, a light source and power meter for end-to-end loss, connector inspection, and PON levels at the terminal.

STA 5+00
Close Out
Hand over records that match the field.
Turn redlines into as-builts, compile test and splice reports, walk the punch list, close permits and reconcile quantities for final payment.
